Do not compress blindly. Start from the exact limit you need, prepare the file on your Android phone, review readability, and export a clean copy only when the result is usable.
Use the size the upload workflow actually asks for: 300 KB, 500 KB, 2 MB, or another exact target in GENERAL.
The goal is not the smallest possible PDF. The goal is a file that fits while staying readable enough for the task.
Prepare first, inspect size and readability, then export the clean copy only when the result looks right.
Rotate, reorder, delete, merge, split, OCR, sign, or add photos before the final clean export when the document needs it.

The destination system makes the final decision. If it still rejects the PDF, recheck the real limit, protected-file rules, page count, readability, and compatibility requirements.
